Charles Busby, P.E.

Chief Executive Officer and President

As a founding principal of Orion Engineers & Constructors, Charles Busby is responsible for the overall vision of the firm. His primary role is to formulate the strategic plan as it relates to the mission of the company. Charles innovates corporate strategy that lays the path for Orion to follow.

Prior to founding Orion in 2001, Charles served as a business development and engineering alliance manager. With extensive project and construction management experience, he has performed project engineering, project management and construction management for a number of projects, ranging in size from $1 million to $250 million. Charles’ experience spans a number of industries including refining, petrochemicals, specialty chemicals, manufacturing, material handling and shipbuilding.

A graduate of the University of South Alabama, Charles is an avid outdoorsman and enjoys hunting, fishing and sports. He is active in the State of Mississippi legislature as well as in his local community, and enjoys coaching youth sports. He and his wife, Felicia, have been married for 29 years and have two daughters and one grandchild.

He is a member of the Pascagoula Rotary Club, Jackson County, Mississippi’s Chamber of Commerce, and Jackson County, Mississippi’s Economic Development Foundation.

Scott Ritter, P.E.

Chief Operating Officer

Scott is one of the founding principals of Orion and is responsible for the daily operations of the company. He has been the driving force in assuring the company’s vision permeates all levels of the management team, and that operations are in alignment with the company’s overall strategic plan.

A structural engineer by profession, Scott has managed many civil and structural engineering projects, designed multiple story process structures and led civil / structural design efforts on several large chemical plant expansions. In addition to his COO duties, he has spent the last 15 years as a project manager specializing in front end packages with total installed costs up to $140 million. Scott’s experience also includes EPA-driven waste removal and conveyance storage systems.

Scott’s leadership and ability to marshal finite resources toward the most productive use has created stability for the company during trying times and facilitated growth during periods with a positive economic outlook. Scott uses his skills and experience to ascertain the staffing levels, productivity, and employee skills are appropriate to effectively meet customer needs.

He graduated from the University of South Alabama with a bachelor’s degree in civil engineering. A registered professional engineer in four states, Scott has more than 24 years of experience in executive management, project management and civil / structural engineering. Outside of work, Ritter enjoys surfing, inshore saltwater fishing including fishing competitively. He and his wife Sandra enjoy the lifestyle provided to residents of Dauphin Island and may be seen strolling the beaches with their beloved Labrador Retrievers, Ori and Nick.
